SARALEE L. MORRISSEY, FAICP

Saralee L. Morrissey, FAICP earned statewide and national recognition as an innovative planner and effective leader for developing a collaborative school siting process and Volusia County Florida’s adoption of a Public School Facilities Element that recognized the central conservation corridor as a no school zone. Ms. Morrissey’s nearly 30-year career with a public school district involved school siting, real estate disposition, plan review, intergovernmental coordination, redistricting & school choice, new school design & construction and overseeing the school district’s capital construction program.   As a member of the superintendent’s leadership team, she oversaw several successful countywide voter referendums, one of which incorporated public school capacity evaluation into land use and zoning requests to increase residential densities, and another which approved a half cent sales tax for 15 years resulting in a nearly billion dollar construction program.  Ms. Morrissey’s career includes positions in private development, local government, and consulting.  She is the founder and principal of SMC, LLC a consulting service specializing in strategic, meaningful and collaborative planning services focusing primarily on K-12 schools and intergovernmental issues.  Ms. Morrissey is the immediate past chair of the APA Public Schools + Communities Division.
